Judy Tutela

Owner & Principal, JLT Consulting, LLC

Judy Tutela is a New Jersey-based finance executive with more than 35 years of experience guiding government agencies, school districts, and nonprofit organizations toward strong, transparent financial management. She brings that same expertise, and a deep commitment to community service, to her work with the CLCL Foundation.

Judy is the owner and principal of JLT Consulting, LLC, an independent practice she founded in 2021 that provides financial oversight, budgeting, and consulting services to municipalities, nonprofit organizations, and government entities throughout New Jersey. She most recently served as an employee in senior finance leadership positions, including Controller for Community Access Unlimited, as Controller for Community Access Unlimited, Inc., where she oversaw the finance function of a $90 million nonprofit organization serving individuals with disabilities, including a Medicaid program valued at more than $65 million, and Chief Financial Officer for the Township of Toms River. Earlier in her career, she spent more than three decades at HBK CPAs and Consultants, rising to Equity Principal and leading the firm’s governmental and not-for-profit audit practice.

She holds a Bachelor of Science in Accounting from Centenary College and is licensed in New Jersey as a Certified Public Accountant, Registered Municipal Accountant, and Certified Municipal Finance Officer. Judith is a member of the American Institute of Certified Public Accountants and the New Jersey Society of Certified Public Accountants.

Outside of her professional career, Judith is a longtime volunteer with the American Cancer Society Cancer Action Network, where she has held advocacy leadership roles including State Lead Advocate. She carries that same dedication to family and community wellbeing into her support of the CLCL Foundation’s mission to restore safe shelter, hope, and stability to youth and families throughout Ocean and Monmouth Counties.
